..and who is going to regulate the paddling licensing for each touron in commercial rafting trip!?!?!?!?! Boy being a guide will really sux then! Another license / certification to get!

I've known some very intelligent and common-sense people who are in the ACA hierarchy. But their whole certification and training program seems to have developed a life of its own. Still, I think the ACA person who voiced an intention to require training and permitting for everyone was showing premature senility. As a psychologist, I'm prepared to test him to prove it.
