He ended up okay which is important but what do you guys think about the rescue technique, response time, ect. It's kind of hard to see with that dang rock in the way.

Eeek! That is a horrible place to be.
I was on a trip that a similar thing happened - same drop, similar water levels, same line etc. The paddler came out within a couple of seconds, but the boat was gone - for 20 minutes before it flushed out. We were all ready to leave him with a sleeping bag and all the food we had, and send a chopper in to collect him when we got to the takeout.
As for the rescue technique - that was about all they could do given where they were. It worked!

Only thing I can think off that might be an option there would be to set up a live bait rescue ahead of time.
