What kind of boat are you looking to rent? I am presuming OC1 or C1. Your options are Turrialba and La Virgen de Sarapiqui. Depends a bit on what boats you are after. by the looks of it they do, outside of Iran of all places, not have any dealers outside of Central and Eastern Europe.
The Solo boat looks interesting, too. Might be the ticket for overseas travel to places where OC1 or C1s are not readily available for rent.

A good weld should be as strong as the base material of the boat.
As far as whether ornot to shim a saddle in a boat, I think I would rather not. In my humble opinion it stiffens out the hull too much and may cause some stress raisers.
