Try a simple solution of adding some webbing loops to the corner of the bags, and then using a string to tie those two corners together. This is a similar design to Shawn's bags at Fallline canoes - where he sews webbing directly on them.

This should do the trick

Its PE, the demo has been thoroughly beat up from ALF to now. It is holding up very well, and has taken some on purpose really abusive shots. impressed so far.
